National Change Of Address (NCOA) The USPS estimates that nearly 25% of the country’s population changes address each year. This is a staggering fact and one which cannot be ignored by marketers. Provided by the Postal Service, the NCOA process uses more than 160 million records for near real-time change-of-address information.
